Am I buying lenses or a complete frame?

Replacement lenses only. Your existing compatible Oakley frame is not included. Check the product page for the exact model and what's included.

Is mirrored the same as polarized?

No. Mirrored describes the reflective finish. Polarized is a separate lens specification. Check the selected lens type on the product page; the color name alone does not confirm polarization.

Can I install the lenses myself?

The method depends on your frame construction. Follow the instructions for your frame and stop if excessive force is needed.
